Between Monday, November 4th and Wednesday, November 6, Maui Police Department’s Vice Gambling and Morals Unit, with the assistance of Wailuku Patrol Officers and Criminal Intelligence Unit officers, conducted a Prostitution operation at a Maui Hotel.
Officers targeted “Johns” by setting up what’s known as a Reverse Prostitution operation. In situations like this, a female Police officer posed as a prostitute to target suspected “Johns.”
MPD says victims of prostitution rings often times have been forced into this modern-day slavery through psychological or physical coercion.
“Sometimes the threat of serious physical harm or even the use of restraints are employed against young and impressionable people,” MPD said in a release on Friday. “The Trafficking Victims Protection Act of 2000 defines sex trafficking as, ‘a modern-day form of slavery in which a commercial sex act is induced by force, fraud, or coercion, or in which the person induced to perform such an act is under the age of 18 years.'”
The two and a half-day operation led to the arrest of thirteen men. A total of $2,640 was also recovered.

David Leroy Flood – Prostitution/$100 bail
Bendel Caesar Sambrano Garcia – Prostitution/$100 bail
Robert Schmaltz – Prostitution/$100 bail
Samuel Cachola – Prostitution/$100 bail
Antone Estrella – Prostitution/$100 bail
Stacy Otomo – Prostitution/$100 bail
